2023 Point-in-Time Count Results

The results of the 2023 Point-in-Time (PIT) Count are in. The annual federal mandate tallies the number of individuals living outside and staying in temporary shelters across 10 regions in Minnesota on a single night in January. This year's PIT Count found a total of 8393 individuals experiencing homelessness in Minnesota on the night of January 25, 2023. The results reflect a 6% increase compared to last year's total (Figure I).

Who conducts it?

The US Department of Housing and Urban Development requires that Continuums of Care (CoCs) conduct the annual PIT Count, and in Minnesota, it is carried out by ten CoCs (Figure II). The PIT count in Hennepin and Ramsey Counties (HCC and RCC) account for over half of the statewide total. The 6% increase from last year can mostly be attributed to the increase in Hennepin County's PIT total

Who is counted?

The PIT total includes people experiencing unsheltered homelessness and people staying in Emergency Shelters, Transitional Housing programs and Safe Havens on the PIT Night. There are no Safe Havens in Minnesota, so the results are shown in the remaining three location types (Figure III). Notably, the number of people staying in Emergency Shelters on this year's PIT night increased by nearly 13%, or 565 people, while the unsheltered total decreased by 5%. The number of people staying in Transitional Housing programs on the PIT Night did not see a big change from last year's count.
