Homeless Management Information System Reporting for Long-Term Homeless and High Priority Homeless Projects
Minnesota Housing is now able to extract data directly from the Homeless Management Information System (HMIS) for analysis of performance, outcomes and trends, so many projects are no longer required to submit reports. This applies to most projects with capital financing intended to serve Long-Term Homeless (LTH) and/or High Priority Homeless (HPH) households. Housing Trust Fund (HTF) program rental assistance administrators are still required to submit reports. Review the following information to see how reporting requirements impact you.
Reporting Periods
HMIS report submission or data verification occurs every six months for periods that cover 12 months of data. Long-Term Homeless and High Priority Homeless projects and HTF program rental assistance follow the federal fiscal calendar year, so one reporting period will occur mid-federal fiscal year (mid-FFY) and one will occur at the end of the fiscal year (end-FFY).
Site-Based Multifamily Capital Projects Serving LTH/HPH Households
All site-based projects that received capital financing to serve LTH/HPH households are expected to verify that HMIS data entry for the mid-federal fiscal year (mid-FFY) reporting period is complete. Most projects, however, are not required to submit reports. Only projects that began serving households after September 1, 2022 and select projects that may benefit from additional support to clarify expectations and requirements around HMIS data entry and data quality must submit reports for this reporting period. Below are links to the project lists for those needing to submit reports and those that only need to verify HMIS data entry is up to date.

These projects must verify HMIS data entry is accurate and up to date for the mid-FFY reporting period by Monday, May 1, 2023, but do not need to submit reports.
The next reporting deadline is Wednesday, November 1, 2023, for the period of October 1, 2022, through September 30, 2023.

Housing Trust Fund Program Rental Assistance Projects
As of October 1, 2019, all HTF program rental assistance administrators should be reporting in HMIS. This includes administrators who transitioned to serving HPH households in the current grant term. The mid-FFY reporting period will continue as planned, with all HTF program rental assistance projects submitting reports for the period of April 1, 2021 through March 31, 2022.
