Tell HUD about the HMIS data you collect – FY 2024 HUD HMIS Data Standards Update

The HMIS Data Standards are updated every other year and HUD is currently accepting feedback for the Federal Fiscal Year (FY) 2024 HUD HMIS Data Standards! These data standards will go into effect in just under a year, on October 1, 2023. Although Minnesota has aligned with the HUD HMIS Data Standards Changes to roll out the MN HMIS Data Standards Changes at the same time, the feedback process for the two sets of data standards is different. Because the majority of HMIS requirements are established by HUD, we would like to make sure you have the opportunity to provide your input to the entity that holds the decision-making power! In the spring of 2023, the Policies & Prioritization (P&P) Committee and ICA will again request your feedback about the MN HMIS Universal Data Elements. The time to give feedback about HUD’s HMIS Data Standards is now!

HUD’s guiding principles for HMIS Data Standards Changes are as follows:

  • Basing collection on experience of people with lived expertise

  • Grounding data collection in equity and inclusion

  • Burden on client

  • Burden on provider staff (e.g., cost to implement changes)

  • Agency legal requirements (e.g., statute, regulations)

  • Agency reporting requirements (e.g., PRA)

  • Consistent data collection across federal partners

  • Simplest way to collect the necessary data

  • Data that will improve how you operate and coordinate services

In preparation for the FY 2024 HMIS Data Standards Changes, HUD has released a set of proposed changes to the race, ethnicity, and gender data elements. Communities are encouraged to review the proposed changes and to provide HUD with feedback by December 31, 2022 and should visit HUD’s Community Support to Gather Feedback on Proposed Changes to HMIS Data Elements page to view the available resources. These proposed changes are not final and the data elements in MN’s HMIS will not be updated until the FY 2024 HMIS Data Standards are released.

Your feedback can inform decisions to add, change, or remove data elements! These change requests must be submitted via HUD’s Ask A Question (AAQ) by December 31, 2022. If you are interested in giving HUD your feedback about the HMIS Data Standards, you can follow the step-by-step instructions for submitting an AAQ below.

How to submit feedback using HUD’s Ask A Question (AAQ):

  1. Go to the page: https://www.hudexchange.info/program-support/my-question/
  2. Fill in your information 
  3. At the I am a question, select "Other - Please Specify"
  4. At the Other question, write in "HMIS end user"
  5. At the My question is related to: question, select "HMIS: Homeless Management Information Systems"
  6. For the Please provide a subject line for your question, you could use "FY 2024 HMIS Data Standards Feedback": 
  7. Now its time for your question! Use the text field to give HUD your feedback about HMIS data elements (aka HMIS Data Standards):
  8. Finally, submit your question!

HUD may send you follow-up questions about your feedback. HUD will be accepting feedback for changes to the FY 2024 HMIS Data Standards until December 31, 2022!
