HMIS Software Review Update
The HMIS Governing Board and ICA have been steadily moving forward with our software review process. Following the Governing Board’s vote on July 17 to release a Request for Proposals (RFP), six proposals were submitted by an August 31 deadline. Both the software vendors who chose to submit proposals and ICA have put a lot of work into supporting the review process.
We have now moved into the next phase of the process: RFP Review and Vendor Demonstrations. Within this phase there are three distinct review periods:
Threshold Review
Full Review
Finalist Review
The Threshold Review, conducted to ensure that vendors’ proposals met the minimum requirements set forth within the RFP, was recently completed by a team at ICA dedicated to this work. See the table below for the threshold criteria:
In the end, four of the six proposals passed our Threshold Review and have moved to the Full Review stage!
During the Full Review stage, a group comprised of governing board and committee members, community partners, state partners, and ICA staff will score the proposals. Each scorer will evaluate two of the proposals, using a scoring sheet developed by the team at ICA. This phase is already in full swing, with scorers having until October 6 to complete their assignments. When finished the scores, along with other important factors, will help the Governing Board decide which vendors proceed to the Finalist Review stage.
In the Finalist Review stage, there will be live software demos open to anyone who wants to attend (and score), and testing of the vendors’ HMIS software by ICA staff and governing board committees. All of this work will assist the Governing Board in deciding in November whether to make a software change and, if so, to which vendor’s product. Details about the software demos will be shared when available.
